LAS seeks to enhance the capacity of state actors such as those working in the police, prisons ,social welfare departments, judiciary and community leaders so that they are better able to provide services to the people and the people are more informed in the demands that they make before the state.  Through capacity building of these groups we deepen their knowledge of human rights and the rule of law along with good governance while strengthening ties and trust along with the communities they are serving.

LAS has conducted a series of trainings and workshops with Judges, Police, Prison Officials and Saalis Members on topics ranging from community policing, gender and minority rights sensitization, effective case management, mediation and ADR.

LAS has so far successfully partnered with Sindh Judicial Academy and Federal Judicial Academy and Sindh Police Academy.

One of the major interventions LAS conducts under its capacity building program remains trainings for Saalis Committees on Court-Annexed Alternative Dispute Resolution (ADR) especially mediation skills. New Saalis member were notified by the High Court of Sindh on 9th of August 2018 under Small Claims and Minor Offences Courts Ordinance 2002 in response to the continuous efforts made by LAS. These Saalis members were earlier notified under the same law by High Court of Sindh in 2015 via notification (GAZ/Misc — 2004(8), 270).In this regard, LAS has partnered with Sindh Judicial academy, Pakistan Mediators Association (PMA) and National Centre for Dispute Resolution in the past.
